The China-Italy Chamber of Commerce (CICC), together with the German Chamber of Commerce China · South & Southwest China, successfully organized the Company Visit at Balluff Chengdu initiative, supplemented by a professional seminar titled China for China from Legal and Tax Perspective co-presented with Rödl & Partner China. Held on Thursday, September 18th, 2025, at Balluff Chengdu Factory (No. 359, Baiyun Road, Xindu Town, Xindu District, Chengdu), the event attracted members and friends from both chambers, as well as representatives of enterprises eager to explore cutting-edge practices in industrial automation and gain in-depth insights into the legal and tax landscape for succeeding in the Chinese market.

 

 

At the beginning of the event, representatives from Balluff Chengdu Factory delivered a sharing, introducing the factory’s status as one of Balluff’s three global large-scale production bases (alongside facilities in Hungary and Mexico). They detailed its production of inductive/mechanical sensors (with annual output exceeding 3.7 million units) and industrial automation products like linear position measuring systems, as well as its role as a regional supplier for the APAC market and a lead factory for inductive sensors (contributing 20% of Balluff’s global output). The sharing also covered the factory’s innovative practices in human resource management, production management, quality management, and technical management, and emphasized its efforts in building a stable, efficient production environment to support customers’ automation innovation.

 

 

Subsequently, experts from Rödl & Partner China led the seminar, which was divided into two parts. In the legal segment, they provided an update on the latest legal developments in China. Ralph Koppitz further elaborated on the legal connotation of the "China for China" strategy, anticipated regulatory changes in public procurement, management methods for locally created intellectual property and data, and practical tips for systematic checks on suppliers and customers. In the tax and accounting segment, Joschka Barde emphasized that local financial automation is no longer optional—digitized accounting accelerates closing cycles, reduces errors, and lowers costs, thereby improving efficiency while strengthening internal controls, and ensuring audit readiness. He also outlined a roadmap for transitioning from manual to automated accounting, explained how China’s tax authorities use end-to-end data visibility to shift compliance from static post-event response to real-time monitoring, and shared R&D-related cases highlighting the immediate risks of data misalignment in tax enforcement.

 

The highlight of the event was the guided factory tour. Participants were led through Balluff Chengdu’s localized R&D, flexible production, regional supply chain integration and full-cycle services, which not only met the needs of the Asia-Pacific market, but also achieved synergy with global production capacity. This on-site experience effectively bridged the theoretical knowledge from the earlier sessions with real-world manufacturing practices.
