SICAB Project

SICAB (Sino-Italian Capacity Building for Environmental Protection) is a higher education program organised by the Italian Ministry of Environment within the framework of the Sino-Italian Cooperation Program for Environmental Protection (SICP) and carried out by Italian as well as Chinese expertises.

The audience of the program was composed not only by students, but also by representatives from central agencies and government officials.

The objective of the project is to identify problems and come up with proper solutions that can efficienlty work in the long run in solving environmental issues. Some of the main matters that have been discussed during the program are:

•  climate change,

•  sustainable development,

•  environmental management,

•  prevention and management measures in urban and waste management,

•  air, soil and water pollution.

The SICAB program reppresents a useful link to consolidate Italy-China relations on green economy and environmentally sustainable production processes, as well as to strengthen research programs, and face a positive development cooperation. SICAB includes not only seminars but also exhibitions, training courses, lectures, and fairs focused on environmental protection, solid waste, and industrial energy efficiency.

The program involves significant joint institutions such as European-Mediterranean Climate Change Center, the Italian-Chinese Foundation, the Politecnico di Milano University and University La Sapienza in Rome. For this specific reason Chinese leaders, experts, engineers, and technicians from Ministries and Institutions will be part of the SICAB program in Italy.

 

1. Beidaihe Workshop

Workshop Beidaihe (Hebei) – 18-19 June 2019, organized by the Ministry Ecology e Environment (Foreign Economic Cooperation Office).

Speakers: Giuseppe Sappa, Professor at University La Sapienza in Rome, and Liborio Ardizzone, engineer OWAC s.r.l.

Soil and groundwater environmental management in EU and Italy Policy and regulation framework. Methods and cases of setting target values for contaminated site remediation in EU and Italy.

Methods and cases for identifying the person or company responsible for soil pollution in EU and Italy; the management of the industries in soil pollution investigation, risk assessment and remediation in EU and Italy.

Cases of ex-situ soil remediation and contaminated soil reuse in EU and Italy. Cases of Investigation of soil and groundwater in chemical enterprises in production in EU and Italy. Soil remediation and groundwater pollution control technologies in Italy.

 

2. Guangzhou Lecture

Lectures in Conghua, Guangdong 17th-21st June 2019, organized by the Ministry of Ecology e Environment, National Center for Climate Change Strategy and International Cooperation.

Climate Scenarios, Adaptation, and Mitigation Policies:

•  Energy and Climate Change;

•  International progress in Climate Change governance;

•  Italian adaptation and mitigation strategies;

•  European and Italian climate adaptation strategies and policies;

•  Climate Finance;

•   The low-carbon policies in Italy.

 

Energy and Climate Change

Italian adaptation and mitigation strategies

3. Kunming Lecture

Lectures in Kunming (Yunnan) – 24-26 June 2019, organized by the Ministry of Industry Information Technology – SME Development Promotion Center.

Speaker: Matteo Zanchi, Professor at Politecnico di Milano.

Lecture on Sino-Italian of Industrial Energy Efficiency Capacity Building and Experiences Exchanges; Mentoring in Enterprises; Targets on Incentive Schemes and Heat and Cooling Renewables: they explained their processes and Results in Energy Conservation Measures and, after, discussed issues for future improvement.

Zhujiang Industrial Group Yunnan Zhan Yi Coking Plant Factory;
Yunnan Dawei Ammonia Factory.

 

4. Wuhan Lecture 

Lectures in Wuhan, Hubei – 27-28 June 2019. Organised by the Ministry of Industry and Information Technology.

Speaker: Matteo Zanchi (Professor at University Politecnico di Milano)

Training Lecture Sino-Italian of Industrial Energy Efficiency Capacity Building and Experiences Exchange: Mentoring in Enterprises; Targets for saving in Iron-Steel, Cement, Glass, Pulp and Paper; Discussed about issue in Water Treatment, Waste Water Treatment, Sludge Treatment, Wastes from Agriculture, and from industry. Discussion on their solution for water cooling application and possible improvement in future.
