Seminar (Hybrid): Cancellation of Non-taxable Allowances to Foreign Employees - March 31, 2021

Dear Members and Friends of CICC,

The China-Italy Chamber of Commerce (CICC), is pleased to invite you to the seminar "Cancellation of Non-taxable Allowances for Foreign Employees " that will be held from 9:15am to 12:00pm on March 31st, 2021.  The seminar will focus on key trends on China personal tax and immigration updates.

At present, foreign individual's non-taxable BIK policy on accommodation, children’s tuition and language training in China based on Circular Guoshuifa [1997] No. 54 has no conclusion on whether it will terminate or not at the end of 2021.  Many companies with foreign expatriates/ locally hired employees are closely monitoring the potential legislative changes and evaluating the cost impact for both employers and employees.

Under such circumstances, we will share the details of the legislation background, the tendency of PRC Individual Income Tax ("IIT") reform, the impacts on employers and employees by the cancellation of non-taxable Benefits-in-kind (BIK) for foreigners, and our suggestions for CICC members.
